What is Jotaro?
DIO's Prestige 1 quest is to kill Jotaro until level 40. Jotaro Part 6 is also the rare disc drop Anasui asks for. A late Heaven meeting puts another Jotaro, sometimes labeled JOE, on the highest peak near the side train station, and that meeting wants DIO's Diary.

Do not confuse the three. The disc is the Diver Down item. The peak visit is Heaven. The phone-booth loop is experience.
